A new agreement with the Peruvian Ministry of Education expands our collaboration in Cajamarca

The relationship between Dispurse Foundation and the Peruvian Ministry of Education has a long history. In November 2022, we formalized our first collaboration through Agreement No. 036-2022, which allowed us to implement the Dispurse Literacy Program in coordination with the Regional Directorates of Education and the Local Educational Management Units. During 2023 and 2025, the first agreement resulted in 10 literacy circles in the province of Cutervo and 15 in the province of Hualgayoc in the Cajamarca region.

That work laid the groundwork for taking another step. In March 2026, the Dispurse Foundation and the Ministry of Education signed Agreement No. 010-2026, a new inter-institutional collaboration agreement with a three-year term. This agreement expands the scope of our joint intervention: it now encompasses not only the Literacy Program but also the Alternative Basic Education Program for Youth and Adults (PEBAJA), focusing on the initial and intermediate cycles, prioritizing rural areas and areas of extreme poverty in the region.

Within the framework of this agreement, the Dispurse Foundation provides specialized technical assistance to teaching teams, tablets with the FOCUS application for students, and research studies on learning processes. The Ministry of Education (MINEDU), through the Directorate of Alternative Basic Education (DEBA), coordinates implementation in the field and develops annual work plans.

The growth since that first agreement is significant. From 25 literacy circles until 2025, we now work with 786 students in 53 circles distributed across four provinces of Cajamarca: Cutervo, Hualgayoc, Celendín, and the province of Cajamarca. To support this rollout, during the week of May 18-26, the Dispurse team of specialists in Cajamarca began the first round of in-person workshops: nearly 70 facilitators, mentors, coordinators, and directors of Alternative Basic Education Centers (CEBA) are being trained in the pedagogical use of the FOCUS application, with the goal of integrating technology directly into literacy programs.

We are convinced that strong institutional partnerships are essential for real and sustainable change. This new agreement demonstrates that when organizations join forces, the right to education becomes more accessible to those who need it most.

The Open Community School (ECA) reaches two new districts in the province of Anta: Huarocondo and Pucyura

In February 2026, the Anta Local Educational Management Unit (UGEL) officially recognized the Intercultural Community Schools of Huarocondo and Pucyura as organizations that develop Community Education within its jurisdiction. This recognition is the result of cooperation agreements signed between Dispurse and both district municipalities in April 2025, and consolidates the presence of the Open Community School in the Cusco region.

Pensión 65 Recognizes Dispurse Foundation for Its Contribution to Digital Literacy for Older Adults

Within the framework of the 1st Meeting of Successful Experiences in Digital Literacy for Older Adults, held on November 13 and 14 in the city of Oxapampa, the National Program of Solidarity Assistance Pensión 65, under Peru’s Ministry of Development and Social Inclusion, granted a recognition to Dispurse Foundation for its contribution to strengthening digital literacy processes for older adults in vulnerable situations.

In September, the second edition of Rewriting Stories: Our Commitment to Education for Young People and Adults was held in Lima. The event was promoted by the business-led movement Es Hoy and Dispurse Foundation as a space to showcase concrete progress in Education for Young People and Adults (EYPA) and to recognize those making it possible to expand this right across the country.
